原発事故後にすべての町村が強制避難を余儀なくされた福島県双葉郡の行政職員に行ったアンケート調査の解析をすすめた。行政職員376名（５町村）の解析結果では、震災前から勤務を継続している職員は、わずか36％で、ほとんどの町村で、休職・退職による職員の入れ替わりが顕著であった。メンタルヘルスの問題（K6≧13）には、「若い年代」「男性」「震災時に福島県内居住」「震災時から行政職員として勤務」「転居回数の多さ」が関連し（いずれもp＜0.001）、原発事故から10年以上経過した現在も、震災当時の影響が大きいことが示唆された。また、「何とかなるという楽観性」「役立つ考え方や信念、価値観の獲得」「自己効力感」は、メンタルヘルスの問題と負の相関であったことから、レジリエンスに寄与していると考えられた。中でも特に「楽観性」は、3分の１以上の職員が力になると回答していた。また、全体としては、メンタルヘルスの問題の高リスク者の割合は15％、中リスク者の割合は33％にのぼった。双葉郡では、震災以降も追い打ちをかけるように、台風、地震、新型コロナウイルスの対応に追われており、複合的なストレス要因を考慮する必要がある。一方、インタビュー調査の結果と合わせると、必ずしもメンタルヘルスの得点だけを問題視するのではなく、「上司や同僚のサポート」「助け合い」「組織としての職員への支援体制」が、働く意欲を向上させ、反対に「コミュニケーション不足」が、働く意欲を低下させており、組織的な支援が必要と考えられた調査結果に基づき、原発事故後の支援者支援モデルを暫定的に作成し、それに基づき自治体支援を実施した。メンタルヘルス支援と組織づくりを中心に、各自治体に改善案を提案した。また、各町村ごとの職員研修会や、8町村合同での研修会を定期開催した。それにより、組織的に取り組む自治体が増えてきている。
