景観行政団体となっている自治体へのアンケートとヒアリングを実施した。まず、Web検索によって各自治体の景観計画の目次から運用に関する項目を抽出し、自治体ごとの景観計画の運用実態を把握した。次に、政令指定都市と中核市に対してEmailによるアンケートを行った。さらに、政令指定都市に対するヒアリングを遠隔対面により実施し、運用手法に関する質疑応答を行った。景観計画の運用に関して以下の傾向がみられた。(1) 事前相談・協議の実施について、「任意」と回答した自治体でも「義務化したいがあくまで条例の枠組みでしかない」という自治体と「義務化する必要性がない」という自治体に分かれる。(2) 事業者や個人へ景観アドバイザーを派遣したり、相談窓口を設けたりしている場合、派遣や相談が実施される回数は少ない。一方、景観アドバイザー会議で誘導する自治体は、会議の効果がみられている。案件によっては景観アドバイザー会議の結果が必ずしも反映されないケースもみられる。(3) 地域景観資源について、法に基づく景観重要建造物と条例に基づく地域景観資源の両方を持つ自治体では、管理制限に大きな差はみられない。(4) 緑化担当部署との連携がほとんどみられない都市がある一方で、緑化基準づくり、緑化の指導、誘導まで連携をとる都市もみられる。景観施策を有効に行っていくためには、他部署との連携が鍵となる。
