本研究では、長期的ビジョンに基づく恒久的改善へと段階的かつ連鎖的に発展する漸進的アーバニズムの実践手法を「プログレッシブ・アーバニズム」（以下、PU）と定義し、長野県飯田市中心市街地「丘の上」における市街地活性化や拠点ネットワークの形成などの実践活動、および実践と連係する学術研究を、産学官民連携・都市間連携を通して遂行し、PU手法の理論化や地方都市の中心市街地再生におけるPUの有効性や課題の検証を行うことを目的としている。令和2年度、3年度においては、これまでのPUや飯田市での実践・研究活動成果や知見のまとめ、実践・研究活動に必要な基盤形成、飯田市橋北地区における空き家・空き店舗の活用に繋がるイベントの実施などを行った。令和4年度には、前年度から継続的に行ってきた飯田市でのPUの展開にとって重要と考えられる食品移動販売に関する研究を米国ポートランド市における事例研究を通して進め、その成果を論文として投稿した。また、「丘の上」における拠点ネットワーク形成のために、橋北地区の歴史的建造物である旧飯田測候所と空き家活用に関して市や民間事業者と打ち合わせを重ねた。さらに、都市間連携を通した飯田市のブランディング活動の一環として、東京の原宿駅の駅前商業施設において、飯田市の特産品や地元アーティストによるクラフトの販売や制作ワークショップを開催した。これら飯田市における活動に加え、市周辺の高森町、阿智村などと連携した地域づくり活動も開始し、南信州地域におけるPU実践へと活動の領域を広げた。次年度前半には、旧飯田測候所の指定管理者への応募を民間事業者と共同で行うとともに、空き家の片付けを地元建築家と共同で地域に公開しながら実施する予定である。さらに、地域の害獣問題や放置竹林問題の解決のための、鹿革製品のデザイン、販売や、竹を使用した家具のデザイン、製作なども行っていく予定である。
