自治体地域福祉行政を取り巻く政策環境としてこれまでも位置付けてきた「重層的支援体制整備事業」の普及が進む中で、一方では地域福祉行政の実態が変化している動向を把握する必要があり、他方で権利擁護支援を政策化する国の動向においても、重層的支援体制整備事業に対する事業展開の面での期待や改善要請が高まっている。その結果、これまで以上に、自治体地域福祉行政と権利擁護支援とを媒介し、強化させる役割としての重層的支援体制整備事業に注目する必要が生じている。重層的支援体制整備事業を所管し、地域福祉行政に関する業務を担っている8自治体を対象に、地域福祉行政の形成の進展を把握した結果、地域福祉業務と同事業で設置されている相談支援包括化推進員との融合が図られている自治体において、地域福祉行政の進展が同事業によってもたらされていることが明らかとなった。また、所管課が地域福祉課である場合には、これまでの地域福祉行政の実績が、相談支援・参加支援・地域づくりの一体的実施としての「重層化」を促進で来ている点も把握された。他方、重層的支援体制整備事業の範囲を権利擁護支援にも拡大する先行実践の把握をこれまで以上に強化し、次のような成果を得た。１つは、重層的支援的支援会議における「重層的支援会議」への権利擁護支援センターの参加が見出され、それによって権利擁護を視野に入れた重層的支援体制整備の方法の１つを示すことができる。もう１つは、権利擁護支援が、重層的支援体制整備事業における参加支援の実践的な機能を高める作用を確認できたことである。また、成年後見利用促進計画の策定方法の試行的な検討を2か所で行うなかで、重層的支援体制整備事業との関係を、自治体の計画レベルで取り入れることで、重層的支援体制整備事業と権利擁護支援の連携の促進の条件整備を実現させる方法の有用性を確認した。
