项目摘要

R3までの研究により、個々の大学において求められる研究推進支援機能は、研究推進支援機能の業務モデルを分析の枠組みと、1)研究資金の財源構成とその割合、とりわけ公的研究資金への依存度合い、2)組織形態もしくは組織運営方針、の2点を共通指標として比較することが有益であることが明らかとなってきた。このことはまた、個々の大学の相違以上に、各地域・国毎の大学セクターの設立経緯、企業や政府との関係性などの外部環境の相違（多様性）の影響が強く、簡単な比較ができないというこれまでの指摘に、一つの示唆を与えるものでもある。特にアジア地域においては、国の経済力、科学技術力の差異もあり、これまで研究推進支援機能およびその専門人材（実務者）の役割に力点を当てた調査分析はなされていなかった。これに対し、R3までの研究により得られた比較指標に基づき、各国の研究推進支援の団体のリーダー、団体自体が存在しない国においては活動が活発な大学や研究者を対象に、詳細なヒアリング調査を実施した。具体的には、インド、マレーシアでは国内団体の責任者や創設者、現在はまだ団体が存在しないシンガポールにおいては最も活発に活動を行っている大学の責任者、実務者のグループは存在するが適切な窓口が無い中国、ベトナムの2カ国については、それらの活動を研究対象としている社会科学系の研究者を対象に調査を実施した。これにより、アジアにおけるアカデミアの研究推進支援機能の俯瞰的理解と、各国の実情把握が可能となった。アジア地域は欧州、北米と比し、共通の国際的競争資金のプログラムが少なく、国内の研究資金への依存度が高いことから、一般に、国毎の独自性が高いとされる。本研究の知見は当該地域における研究推進支援機能の理解に有益な一助となる。この成果については、R5年にその他地域と合わせて、学術書籍として発行する準備を進めている。

R3. The research activities of R3 are based on comparative indicators, national research promotion support organizations, and national research activities. The specific tasks include: the responsibility of the domestic organization, the founder, the current organization, the existence of the organization, the responsibility of the university, the implementation of the activities, the existence of the relevant China, the organization, the activities, the research target, the investigation of the researchers of the social science department. The research advances the understanding of the overview of support functions and the possibility of grasping the actual situation of each country. Europe, North America, the United States, the United States and other countries to compete for funding, the dependence of domestic research funding, the general, the independence of each country, the United States and other countries. The findings of this study are helpful in advancing the understanding of support functions in this region. The results of this research are in progress, and the preparation for the development of academic books in other regions in R5 is in progress.
