泥炭地の荒廃について本研究は、市場の失敗、政府の失敗および共同体の失敗の観点から分析した。すなわち、1990年代末に林業プランテーションが泥炭地開発を開始し、大規模な排水を実施して、産業造林権取得地の外側の泥炭の乾燥ももたらし特に乾期には産業造林地の下流地域は乾燥して火災が発生した。にも関わらずこの企業経営にともなう社会費用を当初は認識せず2009年頃までは泥炭火災を放置した。一方、政府は、火災が発生している土地が政府指定の森林地域であるにもかかわらず効果的な火災対策を取ることができなかった。さらに地域社会は、火災発生を防ぐよう政府や企業に要求する、ないし自ら対策するどころか、泥炭湿地林の樹木を伐採してマレーシアに輸出し、伐採の終わった土地を住民間で分割し、アブラヤシを栽培した。一方、2009年より住民防火組織であるMasyarakat Peduli Apiスタッフの給与の一部を企業が負担を開始した。2016年に泥炭地回復庁ができると、泥炭対策村（Desa Peduli Gambut)等のプログラムを開始し、泥炭湿地化Rewwetting)・パルディカルチュア(Revegitation)・生計回復(Revitalization of livelihood)の3Rプログラムを推進し、いろいろなプログラムが簡易ダムを建設した、JICAの泥炭地回復プログラムが2018年より開始され、2019年より企業と共同で水位モニタリングシステムを構築し、特に乾期の上流の企業ション内に貯蔵された水が下流の住民地域に放流されるようになった。住民の間では泥炭地の保全に対する意識が変わり、泥炭の防火を強く意識するようになった。これらの改善の結果、調査地における泥炭地火災の頻度が減少した。このような変化は、かつての市場・政府・共同体の失敗から転換し、おのおのが泥炭地をケアするようになった結果であった。
