项目摘要

本研究は、信楽代官多羅尾氏（信楽代官役所）を中心対象として、幕府代官（代官役所）による貸付金政策の実態に迫ることで、幕府による国家的支配の中で代官が果した機能を明らかにし、従来の代官像の刷新を目指すものである。本年度は、新型コロナウイルス感染症の感染拡大の影響を受けたものの、昨年度に引き続き、①信楽代官役所による貸付金政策における実施過程の把握、②貸付相手への影響の把握を通じて、幕府代官の幕領支配のみに留まらない機能の解明に取り組んだ。①に関しては、山城国久世郡伊勢田村を事例とした昨年度の学会報告およびその後の研究進展の中で、政策実施にあたっての実施条件や代官役所が有する裁量の性格を論じる必要性を感じた。そこで、更に同郡宇治郷を対象とした事例分析を行い、大阪歴史学会近世史部会において学会報告を行うとともに論文執筆を進めた。両地域を事例にした分析を通じて、貸付金政策の実施条件や代官役所が有する裁量の性格について論じることができると考えている。②に関しては、昨年度より調査・収集を実施していた越前大野藩に関する史料について、福井県文書館や大野市文化財課旧市史編さん室において、追加調査・収集を実施した。また、昨年度に所蔵者と連絡を取りつつも調査できていなかった旗本大嶋氏に関する史料について、岐阜県加茂郡川辺町中央公民館および同町個人宅にて調査・収集を行い、分析を進めた。これらの成果については、日本史研究会近世史部会において報告を行った。具体的には、幕府公金貸付政策の中での信楽代官役所の位置づけ・役割を踏まえた上で、信楽代官役所の支配幕領を越えて幅広い範囲に公金貸付を行っていたこと、公金貸付政策が行き詰まりを見せる中で、その窓口を担っていた代官役所が金融仲介などを行っていた実態などを指摘した。以上の分析を通じて、幕府による国家的支配における幕府代官の機能の解明を進めることができた。
