被災地域では、避難生活、医療・福祉、物資等様々な専門性を有する災害ボランティア組織が連携しながら支援にあたる。多様な組織がそれぞれの特徴を活かして効果的に連携するためには、情報共有や役割分担を行なう組織間調整が必要となる。実際、災害ボランティア組織、行政、社会福祉協議会等の被災者支援に関わる組織が集まり、会議を立ち上げ組織間調整の機会とする取り組みが行われている。こうした背景を踏まえ、複数の災害ボランティア組織が災害時に円滑な支援を実施するための調整組織のあり方を検討することが本研究の目的である。本年度は昨年度インタビューにて収集した、過去の災害で活動した調整組織の活動状況の事例について、調整組織の運営に影響を与えている要因に関する検討を行なった。具体的には、各事例の調整組織の運営に関わった組織の関係性を整理したのち、平成30年7月豪雨で活動した３つの情報共有会議事例の比較によって調整組織の運営プロセスが異なる要因を検討した。また、各組織の活動に影響を与える制度的背景や過去の災害での活動状況を明らかにすべく背景情報を収集した。本年度の分析により、全国の被災地域で活動する組織との関係性が調整組織の運営プロセスに影響を与えていたことが明らかになった。これらの組織は、被災地域内の中間支援組織に対して、過去の災害での経験の共有や運営支援を行い、中間支援組織が潜在的に有していた調整組織を立ち上げのために必要な機能を顕在化にする役割を果たした。また、被災地域内に中間支援組織が存在しない場合は、創発的に役割を果たすことのできる組織を見つけ、顕在化させていた。つまり、被災経験のない市町村において災害時の調整組織の計画を策定する際には、全国の被災地域で活動する組織による経験を反映させることで、より実践的な計画となることを示している。この成果について、現在、公表に向けて論文を準備している。
