项目摘要

特別研究員採用三年目となる本年度は、前年度に引き続き自身の研究の整理・論文化を進めるとともに、新たに桂園時代の研究に着手した。なお、従来通り農商務省の研究を軸とするが、地域や政党の役割も重視している。明治前・中期については、本格的に論文化を進めている。明治一〇年代における民間の産業振興への動きも扱った「勧農義社構想の展開と産業振興」は、現在査読付き雑誌への再投稿を行っている。同時期の農商務省の動きは、品川弥二郎の省在任期に注目して要旨の整理を進め、「農商務行政の創出と地方との協力」として査読付き雑誌への投稿を準備中である。帝国議会開設後、政府と民党の対立の影響を受け停滞気味であった農商務行政が活性化していく日清戦後経営期については、金子堅太郎次官在任期を軸に「農商務省の行政基盤整備と展開」として査読付き雑誌に投稿し、現在再投稿のため改稿中である。これらの研究を通じ、官と民が必ずしも協調しているわけではないにせよ、産業振興の必要性自体については一定の合意があり、様々な試みが行われていたことを論じている。桂園時代（明治後期）については、明治前・中期の分析と同じく農商務省の人事・歳出・政策基調などを分析する。更に、愛知・静岡・新潟・福井・福岡県などを対象に各地の史料を本格的に分析に組み込み、政党政治家の役割も踏まえつつ、地域の産業振興に向けた役割の再検討を行っている。政党については、特に自由党（憲政党）－立憲政友会に注目し、政治家個人では産業への関心が強かった野田卯太郎・杉田定一らを重点的に扱う。これらの研究を通じて、地方改良運動や地方利益論などの再検討も進めている。研究成果の発表が大きく遅れている点は遺憾だが、近い内に前述の諸研究を「明治期の農商務省と産業振興」として博士論文に纏め、農商務省を軸に明治期の産業振興について、民側の動きも重視しつつ包括的に論じる。
