本研究の目的は、地域の日本語教育、特に外国人散在地域の日本語教育に関わる人材の資質・能力を定め、それを育成し向上させるための実践的なプログラムを構築することにある。そのために、まず、広く質問紙調査を行う。並行して、キーパーソンとなる調査協力者に対して継続的にインタビュー調査を行い、質問紙調査の分析結果とあわせて資質・能力のモデルを作成する。これをもとに、課題解決型の資質・能力の育成・向上を目指すプログラムを作成し、ワークショップや研修会等で試行する。試行の結果とフィードバックをもとに、最終的に、より効果的で実践的なプログラムを構築することを目指す。当該年度は、上記のうち地域の日本語教育に関わる人材の資質・能力の育成を図るために、外国人散在地域である福島県をフィールドとする研修会を開催した。本研修会は、日本語教室と日本語支援者研修会を同時に開催し、外国人に対する日本語学習の場及び日本語支援者に対する実践の場を提供するものであり、さらに日本語教室の実施においては、日本語学習の成果をラジオ番組で発信する対面型プロジェクトワークを組み入れ、外国人の地域社会とのつながりを可視化する新たな日本語教室活動のモデルを提案するものである。このようなプロジェクトワーク型、社会型の日本語教育を実践できる人材の育成を目指す研修プログラムとして企画した。また、研修会の中間段階、終了後には、参加者のふり返りシートをもとにインタビュー調査を行い、資質・能力の育成に関わって、その変容を中心に分析を行った。
