2021年度の本研究計画の成果により、内モンゴルへの外モンゴル情勢の情報の伝達と、その対応をモンゴル人民政府が取っていたことが確認された。これにより、1920年代の外モンゴル情勢の情報拡散の実態と、これに対してモンゴル人国家が諜報活動によってどう対応してモンゴル人の統合を進めたかを明らかにすることが、本研究計画の目的である諜報活動がモンゴル人統一独立国家の建設に果たした役割の解明に必要となった。そこで2022年度の研究計画では、外モンゴル情勢の情報が拡散するメカニズムと、情報の拡散に対するモンゴル人民政府の対応を検討した。モンゴル人民政府成立後、外モンゴル情勢に関する情報が東北アジア各地に拡散した。これらの情報では、ソ連とモンゴル人民政府による圧政や、モンゴル人民政府とソ連に対する反抗活動の存在が主張され、虚実が雑多に混ざっていた。これらの情報は、まず外モンゴルで流布し、モンゴル人民政府とソ連に反発する者がそれを国外に伝達したようである。モンゴル人民共和国で極左的政策に反抗した人々が起こした1932年反乱の際にも、モンゴル人民共和国政府、ソ連に反発する者が、国内情勢の情報を国外に流布した。このことから、外モンゴルに対するソ連の関与で外モンゴル社会が混乱し、それに不満を持った者が、虚偽を含む詳細な情報を国外に流布する、というメカニズムが、1921年のモンゴル人民政府成立以降構築され、機能し続けた、と考えられる。国内外での外モンゴル情勢の情報の流布に対して、モンゴル人民政府は、その情報を否定し、自分達の正当性を主張し、人々を政府側に引き寄せ、モンゴル人の統合を図った。以上の2022年度の研究成果は、混乱する政治情勢の中でモンゴル人の統合が試みられる際に諜報活動が重要な役割を果たしたことを示しており、モンゴル人統一独立国家建設過程の解明にとって重要な意義を有する。

The results of this research project in 2021 were confirmed by the People's Government. The purpose of this research project is to investigate the situation of information dissemination in the 1920s and to find out the necessary solution to the problem of espionage in the construction of a unified and independent country. The research plan for 2022 is to discuss the information dissemination and information dissemination of the situation and the response of the people's government. After the founding of the People's Government, the information about the situation in the Northeast was distributed to all parts of the country. This information is related to the people's government and the existence of resistance activities. This information is distributed outside the country, and the people's government is connected to the country. The distribution of information on foreign affairs at home and abroad is related to the people's government's denial of information on foreign affairs, the legitimacy of information on foreign affairs, and the integration of foreign affairs. The above research results in 2022 are of great significance in explaining the important results of espionage activities in the process of building a unified and independent country in the midst of political chaos.
