2022年度は、ドイツ行政訴訟法理論におけるEU法の影響を調査するため、ドイツの行政法研究者及びドイツ行政裁判所裁判官にヒアリング調査を行った。ヒアリングにあたっては、予め(1)AEUV（EU 運営条約）263条4項の無効確認訴訟とドイツ行政裁判法の取消訴訟または確認訴訟との異同、(2)同条約263条4項の出訴資格とドイツの保護規範論との異同、(3)同項の行為(Handrung）とドイツ行政裁判法における行政行為(Verwaltungsakt）との異同等の質問を送付した。これに対し、共通した回答は、実体法はEU法が適用されるとしても、訴訟法は各国法の問題であり、ドイツの行政訴訟法の基本構造は変化していないというものであった。特に、コプレンツ行政裁判所長官のGeis博士からは、ＥＵ指令により環境法等に団体訴訟制度の導入が行われたが、これはドイツ行政法にとって例外的であり、ドイツ行政訴訟制度が主観的権利保護を基本とすることには今後とも変化がないと述べた。また、オルデンブルク行政裁判所Knickmeier裁判官から、行政訴訟実務における客観違法の取り扱いについて説明を得た。但し、同氏はヨーロッパ法がドイツ保護規範理論に対し、その理論的反省を迫るであろうという見解を有している。（２）文献研究として、Schmidt-Assmann, Verfassungsprinzipien und den Europaeischen Verwaltungsverband(2023)及びSoenke Knickmeier, Europaeisierung des Verwaaltungsprozessrechts im Diskurs der Rechtwissebschaft(2021)によるEU法のドイツ行政訴訟制度への影響に関する学説研究を行った。

In 2022, he conducted a survey on the influence of EU law on the theory of administrative procedure law.
