本研究は有権者の棄権が政党間競争に及ぼす影響をフォーマルモデルにより理論的に分析することである．本研究を開始する前には，政治参加，投票参加，投票率の低下について，いくつかの論文，著作を発表してきた．そのなかで解ったことは２つある．まず，投票参加に関しては実証研究ではその要因が詳細に検討され，理論研究では投票か棄権かを決定する均衡がモデル化されてきたことである．しかしながら，参加の対極である棄権に関しては，政治過程，選挙過程に対して如何なる影響を及ぼすのかについては理論的，実証的にも研究されていないのである．これらの問題を解明するために新たなモデルの基礎をＪ.Coleman(1973,90)の「行為の線型モデル」とした．このモデルは過去においては「交換ネットワークモデル」と紹介されたこともある．彼のモデルは，経済的交換や様々な社会的交換において発生する勢力（権力）のメカニズムを考察し実証研究にも適用可能なモデルである．このモデルを適用して解明されたことは，以下のことである．2つの政党，政党Aと政党Bがあり，もしA党よりもB党の政策に対する有権者の関心が大きな比率で低下するならば，勢力比はさらに小さくなり，政党A党の勢力は安定して相対的には拡大しているのである．つまり，現実の政治に即して考えるならば，政権交代が起こり難いような国家では，長期的な棄権率の増加は第1党（与党）の勢力を安定強化させてしまうのである．
