２０２２年度においては、２０２１年度までにおおむね終了している本研究の研究成果について、国際的な場において発表することを第一に考えていた。このため、２０２２年９月１４日にネパール国カトマンズ市で（実際にはカトマンズを拠点としてリモート開催、報告者も我が国よりリモート参加）行われた国際学会 "EROPA 2022" (Eastern Regional Organization for Public Administration 及びネパール国政府主催）において、「The Importance of 'Administrative Democracy' Measured by the Index of Inherent Democratic Size」 と題した研究発表を行った。また、本研究の眼目の一つである民主主義の行政の内部での発展について、その一つの手段と考えられる内部通報制度についての研究を続行し、京都府内市町村を対象として研究し、内部通報の調査等の審議に外部者を入れている地方公共団体において、わずかながら利用の多い可能性があること等を見出し、その内容をまとめて立命館大学政策科学部紀要「政策科学」第３０巻第１号に「京都府下市町村の内部通報制度の現状」として発表した。さらに、昨年度まで分担研究者として、研究に関与してきた立命館大学名誉教授村山皓は、民主主義の進展のための行政の民主化に重要と考えられる行政の自由裁量についての研究を進め、立命館大学地域情報研究所の紀要「地域情報研究」第１２号」に「地方行政職員の自由裁量によるこれからの創造的な震災復興の可能性」を発表した。
