本年度は、研究雑誌『防衛学研究』第67号（2022年9月）に、「冷戦研究の最前線－冷戦起源研究の危機と「自由主義国際秩序」論の台頭」を掲載することができた。この論文は、現在の研究の中間地点というべき論文であり、現在の研究が持つ、研究史上の意義について、詳しく述べたものである。具体的には、O・ウェストに代表されるような、冷戦相対論者に対して、冷戦の画期性をぶつける内容であり、論争を挑む性格を持っている。とりわけ、本研究が主張する、西側同盟ネットワークの形成が、「世界戦争の時代」から「世界戦争を抑え込む西側同盟の時代」へと変化したと主張している。これが意味するところは、ウェストらが述べる、冷戦には画期性がないとする議論に対して、西側同盟ネットワークこそが、ソ連が世界戦争をできない、戦略・軍事状況を作り出し、かつそれを恒常化する組織・制度・実態を作り出したと反論し、事実上、世界戦争が勃発しにくい状況が確立したことを指摘した。もちろん、世界戦争が抑え込まれたとしても、朝鮮戦争のような限定戦争は抑え込めたわけではない。が、しかし、第1次世界大戦や第2次世界大戦のような世界大規模の戦争が起こることはなかった。歴史家ギャディスが述べた「ロング・ピース」の時代には、それなりの意味があり、かつ、この「ロング・ピース」を支えたのが西側同盟ネットワークであると示唆している。他方で、NATOについては、研究が牛歩ながらも進展し、かなり進んでいる軍事面の考察に付け加えて、外交的側面、とりわけ実質的にNATOが「吸収」してしまう西欧同盟についての分析が進んだ。さらには、NATOに対して、実質的に反対の立場を採っていた米国務省高官G・ケナンの立場に関する分析が進んでおり、本研究のなかのNATO研究のレベルが確実に向上したとは言い得る。
