本研究は、経済アクター及び経済的要因が安全保障上の脅威認識の形成に与える影響を明 らかにすることを目指している。これまで脅威認識の研究は、主に外交・安全保障アクターが安全保障の認識 を中心に分析されてきた。その際、もっぱら分析の対象となったのは、安全保障に関係の深い軍事能力や出来事であった。経済相互依存関係が脅威認識に影響を与えることは推測されてはきたが、経済アクターが脅威認識の形成に与える影響を分析した研究は少ない。本研究では、経済アクターの役割に着目しながら、 経済が外交・安全保障に与える影響と、逆に外交・安全保障が経済アクターの認識に与える影響を検討する。また、経済アクターが有益だと認識していた経済関係が自国にとってマイナスだという判断に転じる場合の要素も検討したい。2022年度は、前年度に引き続いて、既存の脅威認識に関する研究と経済依存と戦争の研究を調査し、経済アクターの脅威認識に影響を及ぼし得る要因・条件の整理を行った。安全保障アクターが経済的要因をどのように分析し脅威認識の形成するかについても検討した。本年度も新型コロナ感染の影響で予定していた聞き取り調査が十分に実施できなかったが、感染収束が見込まれることから、今後、実施する計画である。これまでの調査の結果では、国によって安全保障議論と経済問題の関連（リンケージ）は差異が認められた。対中脅威認識については、米国においては、経済界の経済的な利益の有無、多寡が安全保障議論に影響を与えていた。それに比べて、日本においては、安全保障議論と併行して存在している場合がより多く観察された。新型コロナが世界的に収束することが期待されることから、次年度は日本内内・海外の聞き取り調査を実施し、その分析を進める計画である。
