令和元年度以降、ウィルソンの外交、とりわけ「14ヵ条」の平和原則について研究を進めてきている。4年目にあたる令和4年度は、引き続き新型コロナウィルスの感染拡大に伴い、海外資料調査の実施が引き続き困難となり、非常に厳しい研究環境下での取り組みとならざるを得なかった。加えて、想定外の個人的事情も加わり、専門学術誌への論文や書評の掲載機会が複数あったものの、残念ながら辞退せざるを得ない状況に追い込まれた。本年度の研究成果としては、ウィルソン主義の態様に関する論考をまとめた。拙稿では、ウィルソン外交の特徴について何点か指摘しつつ、その執筆過程において、ウィルソン外交が第一次世界大戦終結前後の国際社会に与えた影響と現代アメリカ外交におけるその意味について、改めて検討する機会が得られたことは大きな収穫であった。その他、ウィルソン文書集（Papers of Woodrow Wilson）やウィルソン政権の外交政策に関わる政策決定者の個人文書などの一次史料を分析する作業を進めることができた。なお、本課題研究に関する研究成果において、以前、研究遂行者は100年前の米露関係に歴史的視点から着目しつつ、安全保障を巡る米露関係の難しさと危険性を指摘した。だが、ウクライナ戦争終結の兆しは未だ見いだせない。ロシアによるウクライナ侵略を端緒とした国際環境の激変に対処しつつ、バイデン政権のアメリカがいかなる国際主義復帰の具体的態様を描きつつあるのか、あらためて注意を払いながら、本研究課題の研究成果をまとめ、「14ヵ条」をめぐるウィルソン政権の外交の内実に迫ることができるよう、引き続き研究を進めていく所存である。
