项目摘要

東アジアにおける地域経済協力は、2010年代に入って以降、ASEAN+3の枠組みを超え、環太平洋パートナーシップ協定（TPP）や東アジア地域包括的経済連携（RCEP）、アジアインフラ投資銀行（AIIB）など新たな枠組みの下で地域貿易の自由化とインフラ投資を中心に進んできた。本研究は、(CP)TPP、RCEPとAIIBに焦点を絞り、国際政治経済論と地政学の視点を用いて地域経済協力がどのように「東アジアを超える地域主義」に変身しつつあるのかを解明する。それを通じて、理論面と実証面から東アジアの地域統合論を再検討することを目指す。本年度の研究は、東アジアにおける自由主義的国際秩序（Liberal International Order）の歴史を再検討し、その延長線として「東アジアを超える地域主義」の特徴を考察した。具体的には、（１）理論構築の試みとして、自由主義的国際秩序のボーダーランドに注目し、中国の台頭に伴う東アジアにおける地政学の変化、貿易自由化の協力とインフラ投資の競争を検討した。（２）実証研究について、アメリカのスタンフォード大学などの研究機関で資料収集を行い、昨年の研究に続いて東アジアにおけるインフラ投資の協力と競争を考察した。研究成果として、カナダのモントリオールで開催されたアメリカ政治学会（American Political Science Association）の2022年度研究大会、国際研究学会（International Studies Association）の2023年度研究大会、そして上智大学が2022年11月に主催したシンポジウム「米・中・ロシア鼎立にみる国際構造変動とEU」で研究報告を行った。また、2023年3月にスタンフォード大学の東アジア研究センターにおいて「East Asia and the Borderland of the Liberal Order」をタイトルとする研究集会を開催した。

East Asia Regional Economic Cooperation in the 2010s, ASEAN+3, Pacific Rim Agreement (TPP), East Asia Regional Economic Cooperation (RCEP), Asian Investment Bank (AIIB), New Asia Regional Trade Liberalization and Investment Center This study focuses on the application of regional cooperation in international political theory and land science from the perspectives of TPP, RCEP and AIIB. The theory of regional integration is discussed in detail. This year's study examines the history of the Liberal international order and the characteristics of the "Liberal International Order." The concrete aspects are as follows: (1) Theoretical construction, development of liberal international order, development of China's economic cooperation, cooperation of trade liberalization and investment competition. (2) The data collection of research institutions in universities and universities, the cooperation and competition of investment in research institutions in the past year, and the investigation of cooperation and competition in the past year. The research results were published at the 2022 Annual Research Conference of the American Political Science Association, the 2023 Annual Research Conference of the International Studies Association, and the research report "International Tectonic Change and EU" published by Sochi University in November 2022. In March 2023, the East Asia and the Borderland of the Liberal Order Research Conference was held.
