项目摘要

本年度はバンコクKing Mongkut's Institute of Technology Ladkrabang School of Information Technology, (“KMITL”),において、 Kanokwan Atchariyachanvanich助教授の協力のもと、これまで行ってきたVSRPDの実験と同じ実験を行い、東京、イスラマバード（パキスタン）とバンコクの3都市での比較分析を行うためのデータを入手することができた。次に中泉は、Impact Assessment for Developing Countries: A Guide for Government Officials and Public Servantsを出版し、規制の事前評価に関する制度、分析手法、分析結果の利用法、質の向上についての対策に関して、これまでの研究成果を公表することができた。特に、エビデンスに基づく危機管理の手法や戦略を政策評価に取り入れることの重要性について示したことが貢献である。また、事前評価をいかに早期からおこなうことが重要かについて示したこと、さらに組織の経済学に基づいて、そのためのインセンティブ設計の提案を行ったことが特に独自の貢献となっている。次に、Training choice of general or firm-specific under contractual incompletenessをAMES china 及び韓国応用経済学会で報告し、競争市場で企業普遍的訓練が行われる可能性について議論した。ベッカー[1964]が指摘したように、企業や雇用者は従業員に企業特殊訓練を提供する強いインセンティブを持っている。しかしながら、すべての企業が一般的な訓練を選択した場合、企業の利益は外部性効果を排除しても一般的な訓練を選択するのと同等である。これより、一般的な訓練を提供するための実装可能なメカニズムを提案した。
