项目摘要

2022年度においても、引き続き、新型コロナ感染症拡大の影響で、学会への出席や同僚研究者との議論が進めにくかったものの、オンライン等を活用して極力研究を進めた。これにより、主として次の3点で研究の成果があった。第1に、建設産業におけるイノベーョンに関する直接的な分析である。第2に、競争を通しての、建設産業のイノベーションの検討の必要のため、競争政策に関する調査分析である。第3に、こうした検討で得られた実証分析の手法と視点を、リーダーシップの分析に活用した研究である。第1に関しては、建設コンサルタント業務等における１者入札についての研究実績が挙げられる。これによって、建設コンサルタント業務を行っている企業が1者入札に直面したときに取る行動を分析した。1者入札では落札率が高くなっている関係が見られる、これは2回目入札の割合と一般競争入札導入前後の状況の2つの観点から1者入札が落札率を高くすることになっている（予定価格算定がシビアであって結果的に1者しか入札者がいないという関係ではない）ことが分かった。調査・設計の特性を踏まえた対応は簡単なものではなく、不断の改善が必要となっていると考えられる。第2に関しては、我が国のE-コマースの市場での競争法執行事例に関し、競争政策の観点から、特に米国反トラスト法執行事案の分析からの考え方を応用することができるかについて議論を行い整理した。第3に関しては、イノベーションの実現にリーダーシップが必要であると考えられるものであり、そのリーダーシップ教育の最適化について、特に女子大で、特にコロナ禍の中でどのような取組がなされて、それがどのような効果を有しているかについて検討を行い、論文として取りまとめた。
