项目摘要

令和4年度は、通貨危機の予防、対処に関する地域的枠組みについての基礎研究を引続き行った。コロナのため出張を見合わせていた地域通貨枠組み担当機関については、令和4年8月に欧州安定化メカニズム（ESM)、令和5年2月にアセアン＋３マクロ経済調査オフィス（AMRO)を訪問し、それぞれの機関設立の法的根拠、対外的発表文書の種類、時期を中心に聞き取りを行った。AMROの通貨危機に関するプロジェクト(From Trauma to Triumph: Rising from the Ashes of the Asian Financial Crisis)においては、サーベイランス組織の立ち上げの章を分担し、令和4年5月に出版に至った。アジア通貨危機から世界金融危機(リーマン・ショック)を経て、AMROの設立、国際機関化についてまとめた内容となっている。通貨危機防止のための地域的枠組みにおいてサーベイランスの果たす役割については、ボストン大学バーディ国際問題研究所とともに研究を継続中であり、令和5年1月には一橋大学において執筆者間の打合せを対面で開催し、対外発表の段取りを討議した。データ面では、AMROを通じての関連データの入手や一橋大学が契約するブルームバーグなどからのデータで対応した。新型コロナウィルス感染症発生直後から、新興市場国からの資本流出と資本流入が繰り返されており、その状況について上のデータなどを用い現状の把握と研究成果の更新に努めている。
