项目摘要

本研究は、複数の税率を同時に決定することができる経済理論モデルの構築とその解析方法を開発することを目的としている。この分析を行うことで、実際の政府が経済成長率を高めるために様々な税率を同時に決定しようとする場合、より現実に即した政策提言を行うことが可能となる。モデル構築および解析方法を開発する際には、個人の最適化行動に関する先行研究の成果を取り入れ、より経済主体の行動を精緻化することを試みる。本年度は、経済成長率を考える際に、人的資本の蓄積に注目して新たな定式化を試みた。コロナ禍において指摘されたように、家庭の教育環境は、子供の人的資本蓄積に大きな影響を与える可能性がある。また、103万円の壁などと言われるように、政府の税制によって、人々は行動を変える（労働時間を調整するなど）ことが知られている。これらの事実を鑑みると、政府の税制によって、労働時間や家庭教育の時間を調整することが考えられ、そのことが子供の人的資本蓄積に影響を与えることが考えられる。よって、これらのことを考慮することができる新しい人的資本蓄積関数の定式化を試みた。この人的資本蓄積関数を用いてモデルを構築し、政府が設定する様々な税率（消費税や所得税など）に関して、条件の変化等にロバストな解集合を得ることができるように解法の開発を行っている。さらに、妥当なパラメータ値を検討し数値例を示すことができるように研究を進めている。また、今年度も引き続き関連する先行研究のサーベイを行った。
