本年度の研究業績は次のとおりである。1．井田知也・小野宏・菅原宏太・倉本宜史（2023；「10．研究発表」に記載）では、都市スプロール化指標および都市スポンジ化指標を含めた水道事業の支出関数を推定することで、スプロール化やスポンジ化が深刻な団体において水道事業の供給費用が高くなっていること、更に水道事業の供給費用のスプロール化弾力性は先行研究で計測された地方公共サービスの供給費用総計のそれよりも大きいことを明らかにした。2．塩津ゆりか・菅原宏太・柳原光芳（2022；「10．研究発表」に記載）では、公営企業の民営化理論に基づいた費用関数の確率フロンティア分析より、「公営度」の代理指標である熟練技術職員割合が高い事業者においてより強い費用非効率性が見られることを明らかにした。また、民間委託の指標として用いた第三者委託ダミー変数と給水工事委託割合では、前者についてのみ費用非効率性が見られ、民間委託方式の違いによって非効率性が異なることを確認した。3．日本地方財政学会第30回大会において、「公教育をめぐる政府間の共有責任と戦略的相互依存」（田中宏樹・篠崎剛）に対する討論を行った。政治的な垂直的外部性（政府階層間の共有責任）と水平的外部性（ヤードスティック競争）の大小関係が、地方公共サービス（少人数学級の推進）に与える影響について意見交換を行った。4．地方財政計画歳出総額の転位効果の可能性と、基準財政需要額による一般財源充当対象経常経費のプッシュアップ効果の可能性について、京都産業大学経済学部地方財政研究セミナー「中央政府および地方自治体の相互連関を通じた政策決定」（2022/11/12）で研究報告し、地方財政計画の策定プロセスにおける歳出額の積算および概算の方法と、国（総務省）による国の政策方針の伝達とそれに対する地方自治体の反応と予算決定について、研究会参加者と意見交換した。
