本年度は、韓国の外資導入及び外国人投資に関する政策評価を、主に電子産業を中心に、その要因及び背景についての分析を行い、それが米国家安全保障戦略によるところが大きいということを明らかにした。この点、これまでの政策の有効性に関する評価とは一線を画するものと言える。第一に、電子産業の飛躍的な輸出成長は、外資導入及び外国人投資が重要な役割を果たしたが、もっぱらアメリカによる借款と外国人投資によるものである。一般的に韓国政府の外資導入政策及び投資保証制度を高く評価する傾向があるが、そもそも1960年代後半には朝鮮半島に緊張関係が強まり、外国人投資企業にとりカントリーリスク懸念も高まった時期であり、仮に朝鮮半島が戦場となれば、韓国政府の投資保証とは果たして意味があるのか、という疑問がある。実際、アメリカによる借款及び外国人投資と関連し、アメリカ政府が対韓投資に対する保証を提供していたが、このことがより重要な要因であったと考えられる。第二に、米国電子大手企業の韓国進出の背景には、韓国の輸出振興を図るために設立した「韓米輸出振興委員会（EPSC）」が重要な役割を担っていたことを明らかにした。また、輸出特化産業の陶磁器や缶詰産業などは輸出低迷に陥ったが、「韓米輸出振興委員会（EPSC）」が米バテル記念研究所などの協力を得て、これらの産業振興にも取り込んだことも明らかにした。第三に、韓国の電子産業の発展にアメリカ政府が積極的な役割を果たしたのは、米国家安全保障戦略によるところが大きい。韓国軍のベトナム派兵を契機に、アメリカの安全保障戦略における韓国の戦略的重要性は高まり、アメリカ政府が「アジアにおいては台湾と同様に、韓国も非共産主義国家における成功ケースとして立証すること」を目的とし、韓国の産業振興に積極的な役割を果たしたということができる。
