项目摘要

本研究は、人口減少と過疎問題を抱える鳥取県智頭町において展開されている住民ボランティア組織（地区振興協議会、以下、地区振）を主体とした活動が、地域や地域住民に与える影響を検討しようとするものである。2022年度は、山形地区（５集落）を対象とした全数調査を実施し、①地域への愛着や定住意識、②地域内での助け合い、③地域の移住者との関わりや意識、④生活不安、⑤地区振の活動の認知度、⑥地域の10年後の予測についてとりまとめた。その結果、地区振やその活動について、（１）一般地域住民の認知度は極めて高いにも関わらず、地区振を身近なものとして認識していない傾向が見出された。また、（２）地区振の活動が住民の地域への愛着や定住意識とは明確な関連は認められなかった。本調査では、回答者が高齢者に偏っていた点を鑑み、子育て世代を対象とした追加調査も実施した。高齢者世代の結果を比較すると、子育て世代の特徴として、①地域への愛着や定住意向が高齢者世代よりも顕著に高いこと、②地域内での支え合いが高齢者世代よりも活発であること、③移住者との関わりや意識について、高齢者よりも顕著に否定的であること、④高齢者世代よりも生活不安が高いこと、⑤地区振およびその活動認知が高齢者よりも低いこと等が明らかになった。子育て世代においても、高齢者世代と同様に、地区振を身近なものとして認識していない傾向と、地区振の活動が子育て世代の地域への愛着や定住意識に影響を与えていない傾向が見出された。以上を踏まえ、一般地域住民の地域への愛着や定住意向を支えている要因を分析した結果、高齢世帯や子育て世帯の双方において、「頼れる人が地域内にいるかどうか」、すなわち、「地域内の個別の支え合い」が重要なファクターである可能性が示唆された。
