项目摘要

本研究の目的は、生活困窮者自立支援制度が就労を通じた自立支援を目指していることから、就労訓練事業をどのような体制で実施するのが効果的であるのかを検討することにある。2022年度には、自立相談支援事業者の利用者の照会の方法を解明することを目的とし、研究を行った。具体的には、2021年度に日本国内の自立相談支援事業所に対して実施したアンケート調査をもとにそのデータの解析を行い、大都市、一般市、郡部に分類し、就労訓練事業の実施状況、実施プロセスの状況、生活困窮者自立支援制度以外の就労訓練プログラムの利用状況、就労訓練事業の実施時に重視すること、今後求めることなどを分析した。生活困窮者自立支援制度における就労訓練事業の実施プロセスを検討した結果、認定就労訓練事業者の利用を阻害している要因としては、「制度の対象となる利用者の状況」のみならず、「マッチング不調の問題」が見られた。また自立相談支援事業所が認定就労訓練事業者に求めていることは「就労率の高さ」等の就労促進機能ではなく、居場所機能や相談機能といった「福祉的機能」であることが明らかとなった。さらに、自治体規模別により、就労訓練事業への取り組みに乖離があることも明らかとなった。その結果に基づく学会報告を実施した。あわせて、韓国の国民基礎生活保障法に基づく就労訓練事業を行う機関へのヒアリング調査を実施した。具体的にはソウル市内の地域自活センターにおいて、就労訓練事業の実態のヒアリング調査を実施し、日本の生活困窮者自立支援制度との比較検討を行った。なお、イギリスについては、新型コロナウイルス感染症の影響に伴い実地調査を行えない状況が続いており、文献調査を行った。
