児童福祉法の改正を受け、社会的養護を受ける子どもの里親委託の急増が見込まれる中、里親委託の促進を図るために、地域のベテラン里親と児童福祉施設などの専門機関のサポートを組み合わせた新たな里親支援という先進的な仕組みが、児童や里親家族に与える影響を検証するとともに、行政と協働してこの仕組みを導入するプロセスとその実現可能性および条件を明らかにすることを目的に、初年度は、ネットワーク作りを世界で初めて取り組んだ米国の視察を行うとともに、この事業を進めている4地域、福岡市、相模原市、世田谷区、札幌市におけるネットワークづくりと、広報・研修活動を行った。広報・研修活動としては、東京都と福岡市において、里親と施設職員を対象としてのベテラン里親を中心としたネットワークづくりの啓発を実施した。また、福岡市においてはベテラン里親を中心としたネットワークを3か所の立ち上げを支援し、定期的な交流とレスパイトケアを実現するとともに、福岡市児童相談所と児童養護施設長及び里親支援専門員との定期的な調整会議を立ち上げた。ベテラン里親を中心としたネットワークに参加する里親家庭の参加前と参加後のアンケート調査を実施し、地域で支えられていることを実感できるとの評価も得られ、里親の安定につながることが示唆された。
