本研究は、「地域共生社会」構築に向けて「互助」「共助」活動の活性化が求められている折り、活性化の期待が高まる地区社協等地域福祉推進基礎組織（以下「地区社協」という）に着目し、先進地区社協の諸要件の分析をとおして、その主体的力量向上のための諸条件の整備課題を明らかにすること、それに対する市町村社協コミュニティワーカーによる支援をその実態とのすり合わせをとおしてモデル化すること、それらを踏まえ、地区社協支援を担当する市町村コミュニティワーカーの力量向上のための研修プログラムを開発することを目的としている。2020年度、先進的な地区社協の先進地区社協の諸要件の分析をもとに市町村社協地区社協担当職員用の調査票を作成し、2021年2～3月に、S県内中部以西の7市社協の地区社協担当職員を対象にインタビュー調査を実施した。その総時間数は677分に及んだ。2021年度は業者に依頼し、677分に及ぶ逐語録作成を行い（8月）、内容の読み込みを丁寧に行った上で、コーディングに着手した。2022年度は、上記コーディングを概ね完了することができたが、サブカテゴリー、カテゴリーの生成に困難を極め、いまだ分析の途上である。一方、地区社協の主体的力量向上のための諸条件の整備課題については、活動の創出・継続・活性化、組織と組織運営、リーダー層の力量、専門機関・専門職の関わりについて明らかとなり、それをもとに地区社協の主体力向上の課題、市町村社協の支援課題を提示し、研究ノートにまとめ公表した。
