本研究は、困難を抱えた女性の就労支援・就労定着支援のシステムとネットワーク構築について考察・提言することを目的にしている。これまで、具体的取組事例として、横浜市男女共同参画推進センターが実施している非正規シングル女性の就労支援講座ならびに加賀市ワークチャレンジ事業の一環であるこっとりとKAGAの事業を対象に調査・分析を行ってきた。前者は40代～50代の非正規シングルの女性を対象としており、調査から、正規雇用を求めるというより「安心して働ける場」「長期に働ける場」を求めていること、また、今後の住居の問題、親の介護の問題が課題であることがわかった。後者は20代の女性を対象としており、単に就職につなげるだけでなく、生活支援や相談できる関係支援なども必要であることがわかった。こうした知見をもとに、全国の男女共同参画センターでは、どのような就労支援を行っているのか、さらにどのような就労支援が可能か、どのような機関と連携しているのか（連携しようと考えているのか）などのアンケート調査の計画を立てた。折しも2024年度から「困難な問題を抱える女性への支援に関する法律」(以下、困難女性支援法と称す)が施行されることから、2022年1月に厚生労働省が実施した「困難な問題を抱える若年女性の包括的な支援に関する調査研究」の報告書が発行された。そこで、本研究では、困難女性支援法が施行されることを踏まえ、厚生労働省の調査結果を参考に全国の男女共同参画センターへのアンケート調査を計画することとした。また、厚生労働省の調査研究は、30歳未満の女性を対象にした支援ということで婦人相談所や男女共同参画センターなどの相談機関に調査を行っているが、本研究は、若年女性に限らず全世代における困難を抱えた女性を対象としているため、今後の男女共同参画センターの調査では全世代を対象に実施することを計画している。
