1990年代後半以降、いじめ問題や体罰等への不適切な対応をめぐって、教育委員会は、その「形骸化」や「機能低下」が厳しく指摘、批判され、その結果、首長や新教育長の権限強化など大幅な制度改革が行われ、2015年より新しい教育員会制度がスタートした。しかし、この新教育委員会制度は制度改革として一定の評価はされるものの、依然として、教育委員会の組織としての機能低下ないし形骸化の問題は解決されないままでいる。このような問題認識から、本研究では、教育委員会の組織としての健全な姿（＝組織特性）とは何かという根本的な問いから始め、それがどのような要因によって影響を受けるとともに、それが教育委員会の行政活動や政策立案等にもどのような影響を与えるかを包括的に検討し、もって教育委員会の機能低下・形骸化の問題に解決の糸口を見出すことを目的とした。以上の研究目的を達成するため、初年度と二年度は、本研究の分析枠組を決めるため、市町村教育長等への面接調査や文献調査を行う予定であったが、コロナ禍にあって、文献収集とその分析が中心となり、ある程度の分析枠組の計画化を図るにとどまった。そして三年度と四年度は、市町村教育長への面接調査と質問紙調査を行う予定であったが、コロナ禍と申請者の体調不良等により、それが困難となった。ただ、この間、本研究の分析枠組を考えるにあたって、近年の社会動向からみて、①職員のwell-beingの観点から組織の健全性を捉えなおす必要があること、また、②組織の健全性が何によって担保され、それが行政や政策活動のどのような影響を与えるかを検討する必要があることなどが明らかとなった。以上のことを踏まえて、研究の期間延長の認められた本年度（五年目）では、教育長への聞き取り調査と質問紙調査を行う予定である。
