项目摘要

本研究では、米国ハイスクールにおけるアカデミックな教育と職業教育の統合カリキュラムが、すべての生徒に将来へのより幅広い選択肢を提供する公正（equity）に向けた戦略になり得るかを考察するべく、人種民族構成が多様化したカリフォルニア州を事例に分析を行った。4年制大学への進学を可能にする質の高い教育内容としての厳格性(rigor)と、職業的な内容を中心とする実社会に結びついた教育内容としての関連性(relevance)を分析視角とし、同州で2000年以降に推進された応用科目の開発を取り上げた。これは職業科目に、公立4年制大学へ進学するための履修要件である進学要件の「a-g要件」（a-g requiment）を認定する取り組みを指す。この科目開発は、アファーマティブ・アクション廃止後の2000年頃から、州教育省及びUCの協働により推進された。背景として、「アカデミック・オンリー」の風潮の下、職業科目履修者の減少に危機感をもった業界関係者がロビー活動を展開し、職業科目への選択科目「g」認定を推進する法律を成立させている。2010年代に実施されたUCカリキュラム統合（Curriculum Integration）講習会では、科目数が少ない教科を中心にハイスクールの教師をUC関係者が支援し、モデル科目が開発された。UCCIは、産業の文脈や職業的な内容を活用して多様な興味関心を持つ生徒を学びに動機づけ、理解の深さや高次の思考力、学習の転移等を含む、単なる進学準備にとどまらない手応えある学びの機会となっていた。以上のような厳格性と関連性を両立させた応用科目は、生徒の進学要件の充足に寄与するとともに進路に即した手応えある学びの機会になるなど、ハイスクールにおける公正に向けた戦略に位置づく。それは同時に、カリフォルニア大学が厳格性を再定義する契機になったと考えられる。

This study analyzes the diversity of ethnic and national composition in the integration of education and vocational education in China and the United States, and provides equity for future students. 4-year universities are likely to advance in quality education, rigor, professional content, social cohesion, relevance, and the development of useful subjects in the same state since 2000.
