3か年計画（2019～2021）の初年度、就学前教育振興政策や農民工子女の都市流入情況、並びに農民工（保護者）の教育需要などに係る先行研究を収集・分析を行い、報告書及び学内研究紀要（研究ノート）として公表した。前者は「中国の就学前教育振興政策下の教育保障－関連法規の解説と先行研究レビュー」（2019年11月）、後者は「中国の幼児園教師の資格、編制、及び待遇－就学前教育振興政策下の状況」（長野県立大学研究紀要「こども学研究」第2号、2020年3月）である。これら初年度の研究成果を基礎的資料として、2020年3月、中華女子学院（北京市）との連携（王練副院長ほか）で、幼児教育者養成の現状及び課題や、農民工子女を中心とした社会的弱者の就学前教育保障について、聞き取り等の実地調査を予定していたが、新型コロナ流行によって制限が生じ、先方の受け容れも困難となり、延期せざるを得ない状況となった。計画の第2年次（2020）、中華女子学院（調査研究受け容れ機関）との間で、調査の可能性について相談及び調整を重ねつつ、一方で文献の収集と資料分析を継続した。その資料分析の成果として、「中国の都市に流入する子どもの就学前教育保障－公共サービス及び私立幼児園の位置づけをめぐって－」（長野県立大学研究紀要「こども学研究」第3号、2021年3月）を公表した。この稿では、都市に流入する農民工子女の就学前保障の具体的事例として、上海市の「公共サービスの民間委託」及びそれを引き受ける私立幼児園の役割について明らかにした。

In the initial year of the 2019 - 2021 Plan, a preliminary study on preschool education revitalization policies, urban migration of migrant workers 'children, and the educational needs of migrant workers (protectors) was collected and analyzed, and a report and a summary of in-school research (research) were published. The former is entitled "Educational security under China's policies for the revitalization of preschool education: an interpretation of relevant laws and regulations"(November 2019), and the latter is entitled "Qualifications, staffing, and treatment of kindergarten teachers in China: conditions under the policies for the revitalization of preschool education"(Nagano Prefectural University Research Notes,"Research on Kindergarten Education," No. 2, March 2020). In March 2020, China Women's University (Beijing City) and Lian Lian (Vice President Wang Lian), the status quo and issues of child educator development, the children of migrant workers, the center of society, the weak, the preschool education guarantee, the news, etc., were investigated and determined. The situation was delayed. The second year of the project (2020), China Women's College (research institute), the possibility of investigation, the possibility of adjustment, the collection of literature and the analysis of data. The results of this data analysis are presented in "Urban Inflow in China and the Protection of Preschool Education-Location of Public and Private Kindergarten"(Journal of Nagano Prefectural University Research, No. 3, March 2021). This paper presents a concrete example of preschool protection for migrant workers 'children in urban areas. Shanghai City's "public service commission" and "private kindergarten service commission" are also introduced.
