项目摘要

戦後の読書指導について、学習指導要領を中心に、戦後初期と平成10年以降を検討した。昭和22(1947)年と昭和26(1951)年の学習指導要領国語科編(試案)と『学校図書館の手引』の読書指導に関する記述から、国語科における読書指導と学校図書館における読書指導の教育内容について比較した。その共通点は、2つの学習指導要領と『学校図書館の手引』においては、読書は民主主義建設の上で欠かせないものであるという位置付けにある。読書は生活上、どうしても必要な言語経験として重視されている。また、方法論としては、両者ともに多読主義の意義を明確にしている。さらには、戦後初期の混乱した社会状況から、児童生徒の目に触れさせたくない書物が多かったことも考えられ、「良書」という考え方が示されている新聞や雑誌など、多様なメディアを読書材として示している。読書の重視は両者とも共通している。文部科学省による「子どもの読書活動優秀実践校」では、児童生徒に読書に親しみ、読書習慣を身につけさせる全校的な指導を教育内容としている実践校が多くみられる。平成10(1998)年告示の学習指導要領総則の「第5　指導計画の作成等に当たって配慮すべき事項」では学校図書館の計画的な利用とその機能の活用について児童の主体的、意欲的な学習活動や読書活動とともに示された。学校図書館の機能とは、読書センター、学習センター、情報センターという位置付けである。平成30(2018)年告示の学習指導要領では、実社会・実生活に生きて働く資質・能力の育成が示され、国語科では読書指導の充実が盛り込まれた。グローバル化とネット社会やAI社会の進展の中で、改めて読書の必要性が明確化されるとともに、読書指導が探究学習の必要性との関連で学校図書館の活用の意義としても位置付けられた。
