项目摘要

本研究の目的は、①仕事（職場）を持ちながら外部の災害看護組織に所属する（パラレルな活動）により、日常備災活動の意義と教育・訓練方法の構築、②急性期病院以外で働く看護師が日常と災害のつながりを考え、個人の備災と職場への貢献ができる人材育成を目指すことである。アクションリサーチで①実践者（研究ワークショップ参加者）と研究者の協働、②実践の問題を解決する、③実践を変化させることに焦点を置いていて研究を行っている。2022年度は、平常時には個々の職場で働きながら、備災活動を行う組織で活動している看護師とワークショップを行った。具体的には、ワークショップで①北海道版避難所運営ゲーム（Doはぐ）を経験者グループ、初心者グループに分けて避難所運営を体験、②Doはぐで初心者グループが開設した避難所に経験者グループが看護支援者として活動する想定をシミュレーションを行った。③新型コロナウィルス禍において、備災活動を行うことが停止していたため、備災活動を行う組織的な活動目的や個々人が参加する意義等をディスカッションした。その結果、新型コロナ対応等で多忙にしていたことや、災害支援活動、災害研修、意識を同じにする仲間の存在との距離感等から、備災活動継続に影響を及ぼしていたことが明らかになった。新型コロナ禍においては災害発生時に他地域からの支援受け入れ等が困難であり、地域内で解決しなければならない状況にあった。しかし、地域内であっても感染対策上、災害研修や他施設とのかかわりが制約されたことにより、備災活動や人材育成方法等、新たな方略を立てなければならい事が明らかになった。
