项目摘要

2022年度は、渡航規制および現地のウィルス感染状況のため、国内での文献の収集・購入と分析、合衆国のデータベースを利用した英語新聞記事の分析、を継続して行った。2022年9月7日から水際対策が緩和されたため、急きょアラスカ州ジュノー市へ出張し、州立公文書館（Alaska State Archives）で、アラスカ地区時代(1884～1912年)～準州時代（1912年～1910年代）の連邦地区裁判所（Federal District Court）の裁判記録、および現地警察の記録を閲覧した。後期の授業が始まっていたため、十分な滞在期間は取れなかったが、日本人売買春および周旋者に関する主な資料は閲覧・収集することができた。今回の調査により、アラスカ地区（準州）時代の裁判所制度について理解が深まった。1884年にアラスカ地区が創設され、連邦地方裁判所が設立されたが、1899年までは、オレゴン州の法律に依拠してより犯罪行為が裁かれていた。裁判所の数が1903年に3つ、1909年に4つへと増え、より広範な地域に司法が行き届くようになる。これらの裁判記録は、国立公文書記録管理局（National Archives and Records Administration）のアラスカ支部に保管されていたが、2014年の閉鎖後、アラスカ州立公文書館へ移管された。こうした複雑な組織の改編、史料の移管過程を経て、裁判記録の保管・分類の方法も複雑になり、州立公文書館で目当ての記録を見つけるのに多大な時間を要する。しかし、過去に米国西海岸やハワイで行った裁判記録の調査経験から、日本人売買春に適用される連邦法の知識を得ていたので、それを手がかりに資料請求し、主な記録は閲覧することができた。
