本年度も昨年度までと同様、北宋の軍事指揮官の伝記史料・墓誌史料の蒐集・整理、ロシア所蔵「宋西北辺境軍政文書」の訳注作業、中国甘粛省・陝西省・寧夏回族自治区に残る宋代の石窟寺院銘文題記の蒐集・整理、非漢人や軍人に関わる石刻史料・仏教史料の蒐集・整理を継続して行った。また、北宋と西夏との軍事衝突（宋夏戦争）が勃発した十一世紀半ばに、北宋の西北地域で構築された経略安撫使体制と対西夏戦略との関係を分析した。西夏軍の侵攻に備える西北地域では、西夏軍の軍事行動やや兵力・経路などを迅速かつ正確に察知・伝達するために烽火台（烽燧）や偵察部隊、駅伝などの情報収集・情報伝達の手段・組織が整備され、その情報をもとに各拠点に配置された兵力が連携して対応するという防衛戦略が北宋側の基本的な姿勢であった。そして、情報収集・伝達や作戦行動の実行において重要な役割を果たしていたのが、軍事拠点である堡寨およびそこに駐屯する部隊・指揮官であった。西北地域で確立された経略安撫使体制は、末端の烽火台や堡寨から経略安撫使をつなぎ、西夏軍の侵攻を前提とした防衛戦略を体現するためのものであったと言える。また、唐後半期からの地方軍事体制の変遷は、唐後半期の節度使体制、北宋初期の都部署体制、そして宋夏戦争期以降の経略安撫使体制と推移したと位置づけることができる。そして、この経略安撫使体制が、北宋滅亡・両宋後退期にいたるまで、西北地域における軍事体制の基盤として存続していくのである。
