本研究は、世界に類を見ない早さで高齢化が急速に進行する日本における、１９８０年代以降の医療・介護制度改革の政治過程の展開を「アイディア」の政治アプローチの視点から明らかにするものである。研究計画の１年目に当たる２０１９年度においては、２０００年以降の医療制度改革の政治過程と介護制度改革の政治過程について、その変化と要因を明らかにすることを目標にしていた。この目標については、大きく２点の業績をもって達成することができたと考える。１つ目は、２０１９年度の日本行政学会において、「医療行政をめぐる予測と官庁間の対抗・協調―厚労省と経産省のアイディアを中心に―」という題目で、２０００年代以降の医療・介護行政の展開を、「医療機能の分化・連携」、「地域包括ケアの構築」といった観点から推進する厚労省と産業として医療・介護を進攻しようとする経産省との対抗や協調という観点を軸に分析を行った。２つ目に、２０１９年度の日本公共政策学会の学会誌である『公共政策研究』において、「医療供給制度改革における変化の中の一貫性―『医療機能の分化・連携』というアイディアの形成と共有・受容」小泉政権以降、現在に至るまでの医療制度改革が、厚労省によって構築された「医療機能の分化・連携」というアイディアを中心に進んでいく過程を明らかにした。
