项目摘要

本年度の研究実績は以下である。第一に、これまでの研究成果を、2022年4月に、国際学会Political Studies Association Annual Conference 2002 にオンラインで参加し、これまでの研究成果をパネルセッションにて公表した。ペーパータイトルは、"Antagonism or Familiarity?: Political leadership, bureaucratic autonomy and the survival of executive agencies in Japan."である。上記学会でのフィードバックを基に、政策コードを新たな変数として加えた。更に、研究の進捗状況を踏まえ、本研究計画当初に設定した独立行政法人の観察期間を2001-2020年から、2001－2021年に延長した。第二に、これまでの研究成果及び今後の研究方針の確認の為、2022年7－8月に英国エクセター大学にVisiting Scholarとして滞在し、Oliver James, Alice Mosely, Stephen Greasley等を交えた、ワークショップを開催した。ここでの意見交換を基に、コードブックの改定と変数の再編集を行った。第三に、2023年１月には、独ポツダム大学教授であり、昨年、早稲田大学のVisiting Fellowとして来日していたJulia Fleischerを国際大学に招き、省庁組織編成研究についての意見交換を行った。独立行政法人を含め、今後、当該分野の研究においてどのような国際的協力ができるか、検討した。最後に、日本語での成果については、これまでの研究で分かったことを基に、2023年10月刊行予定の『公共政策事典』（丸善出版）の「独立行政法人」の項を担当し、2023年3月に第一稿を、出版社および編集者に提出した。
