昨年度に続き、2022年度もコロナ・パンデミックのために海外での現地調査を実施することが出来ず、資料調査と執筆を中心に研究活動を実施した。そのため研究プロジェクト全体としては遅延が続いている。他方で2022年度は米中対立に加え、2月のロシアのウクライナ侵攻や10月の第20回共産党大会など大きな政治情勢の変化を受け、中国外交がより強く独自の価値観を打ち出していくようになった1年であった。そのため本研究の意義に直結する事例を複数観察することができた。興味深い変化としては、従来は国内向けの宣伝工作と考えられてきたような共産党政権が政策的に作り上げてきた中国の政治理論が、より精緻に理論化され、明示的に対外政策に反映されるようになったことがある。なかでも、これまで中国外交にとってボトルネックと見なされてきた民主主義や人権に関する政治的な欠損を、これこそが中国式の統治モデルなのだと主張するようになった。本研究では中国独自の「民主」的価値について、国内統治の論理であると同時に対外的な影響工作として検討し、その成果を『国際問題』2月号（2023年2月刊行）に「『中国式民主』の現在地――政治体制の競争か、共存か」として発表した。また中国の政党制度の論理ついても同様に内政と外交の重複として分析し、英語論文“The Xi Jinping administration’s desire for legitimacy: the strategic implication of its “new political party system””としてJournal of Contemporary East Asia Studies（Volume 11, Issue 2）にて発表した。
