项目摘要

今年度は，不確実性下における市場構造と効率的な環境政策の関係に関する研究の一例として，独占企業を分析対象としたモデルを構築した。このモデルにおいて，環境に負荷をかける独占企業に対し政府が不確実性をもつとき，社会厚生を最大にする政策手段を明らかにした。伝統的なワイツマンの定理では，次善の生産水準を達成するための政策手段として数量規制と価格規制を比較するが，今回対象とした政策は課税政策と補助金政策である。課税政策は社会的限界費用を当該企業に負担させることを目的として実施される。つまり，課税政策は外部不経済による過大生産を解消することを目的とした政策であるといえる。一方，補助金政策は当該企業が生産する財の需要を満たすことを目的として実施される。すなわち，補助金政策は価格支配力による過少生産を解消することを目的として実施される。分析の結果として，いかなる場合においても，本研究における補助金政策が支配的な政策となることが明らかとなった。環境政策は現代社会において優先されるべき課題の一つではあるが，経済的な需要を満たすこともまた最重要であることを裏付ける結果となった。今後は支配的企業モデルへとモデルを拡張し，今回得られた結果がどのように変化していくかを理論的に明らかにしていく予定である。また，伝統的なワイツマンの定理についても，価格支配力をもつモデルにおける定理の修正点についても明らかにしていく。
