令和4年度は、改正社会福祉法後の地域共生社会政策・包括的支援体制づくりに求められる市町村社会福祉行政の専門的機能に関して、市政全体と地域福祉行政を総合化する地域福祉計画策定・進行管理に求められるアドミニストレーションの機能、包括的支援体制の構築と運営を効果的に推進するための庁内連携組織のマネジメント機能、専門的な相談支援を軸にする専門職の採用・配置・任用・研修のマネジメントについて、令和3年度までのインタビュー内容を精査分析し、市町村社会福祉行政の専門性と組織部門の検討を進めた。第1に地方自治体の政治行政の理念・目標の実現に向けた地域福祉計画の策定と進行管理を軸にしたアドミニストレーションが必要になる。地域共生社会政策と地域福祉推進に関して、コミュニティ政策や教育行政、地域創生を含めた福祉以外の分野と連携し、市政が目指す広義のまちづくり・まちおこしと地域共生社会・地域福祉推進を有機化する地域福祉計画策定・進行管理を司る政策・管理の専門的機能の必要性が明らかになった。第２に、市町村社会福祉行政が、複合課題等に対応する相談支援の専門化を図っていくためには、コミュニティソーシャルワーク機能を具備した専門性を備えた行政組織が必要であること、また相談支援を軸に、市町村保健福祉行政をはじめとする関係組織部門を効果的に課題解決へと方向付けていくプロセス・マネジメントの必要性が明らかになった。第３に、まちづくりを含めた地域共生社会政策ならびに包括的支援体制づくりを政策的に方向づけ、かつ推進するための地域福祉行政のアドミニストレーション及びマネジメントを可能にする専門的機能を有した組織部門の編成について、その機能を担う社会福祉士等の専門職の採用・配置・任用・研修の計画化が課題として析出された。
