项目摘要

本年度も現地における調査が困難であり、またオンライン等における聞取り調査等の実施もできなかったため、基礎的な研究に終始し、十分な成果を出すことができなかった。また、申請者の研究拠点の地域研究として開始したため、勤務場所の変更により情報が入りづらくなったことも調査の十分な実施に影響を及ぼしている。本調査が着目している北海道宗谷地方は、過去に子ども・地域の貧困問題に取り組む中で、学校・家庭・地域の連携による教育運動が発展した歴史を持っており、現在でもその知見が生かされている。少子高齢化や子どもの貧困に対して、こうした知見をもとに町ぐるみで様々な取組が行われていることに関心を寄せて調査を開始した。一方で、新型コロナウイルス感染症の影響によって、当地域は他の地域と同様、新たな課題に様々な影響を受けていることも推察される。同様に、GIGAスクール構想のような新たな取組が当地域においてどのように影響しているかなど、研究開始時には想定していなかった変化が起こっている。同時に、当初関心を寄せていた子どもの貧困や医療の問題、保・小・中・高の連携にとってそれらがどう影響を及ぼしているかについても、重要な課題となってきている。以上の様に、調査期間の延長と研究拠点の変更、及び社会状況等の大きな変化により、調査実施当初のフレームワークでは収まらない状況が現れたため、次年度は現状の調査を中心として、教員団体等、協力を得やすい組織に対する聞き取りなどを行うことが必要だと考えている。
