１．当事者主体の発達支援プログラム作成根拠の提示：これまでに蓄積された既存データの見直しを行い，軌跡分析を実施し，必要とされる発達支援プログラムの要素を抽出した．既存データは2013年から蓄積された100件以上の子どもと養育者のデータを再分析し，子どもの発達軌跡の要因分析を行った．さらに，子どもの養育者，子どもに関わる専門職などプログラムにかかわるすべての当事者の「なまの声」をインタビュー法で聴取し，当事者主体の発達支援プログラム作成根拠を明らかにした．２．当事者主体の発達支援プログラム開発：根拠に基づく発達支援プログラムを作成し，準備的実施を行った．当事者および専門職からのフィードバックを繰り返してプログラムの修正を行った．準備実施において，客観的視点，主観的視点の両視点からの見直しを行った．客観的視点としてはプログラムへの子どもの取り組みの様子や養育者の反応などの実施の様子を記録し専門職が行動観察を行いながら反応を評価した．主観的視点としては，支援プログラム対象者からはインタビュー法を用いて実施時の受け止め方や取り組みやすさなどの「なまの声」を聴取した．３．当事者主体の発達支援プログラム実施前評価：トレーニングを受けた専門職によりベースライン時の評価を行った．ベースライン評価は客観的視点，主観的視点の両視点から行った．当事者の「なまの声」について，インタビュー法を用いて対象者から聴取した．客観的視点としてはプログラム開始前の子どもの様子やそれを見守る養育者の反応などの様子を記録し専門職が行動観察を行いながら反応を評価した．主観的視点からの評価は，支援プログラム対象者にインタビュー法を用いて実施前の「なまの声」を聴取した．
