平成4年(2022年)度は、第1に、欧州安保協力機構(OSCE)の2014年および2019年のウクライナ大統領選挙監視団への研究代表者自身の参加経験もふまえつつ、大規模監視団による選挙の民主性に関する国際的承認が2022年2月に始まるロシアによるウクライナ侵攻の非正当性の証明に大きな意味を持ったことについてあらためて考察し、その成果を学会報告、および共著書の出版を通じて提示した。第2に、前年(2021年)度中に研究を進めるとともに中間的な成果を学会発表を通じて示すなどしてきた2009年ホンジュラス選挙での監視団派遣の是非をめぐる論争と米州諸国間の亀裂について、補充の調査(とくに国内NGO監視団に関する調査)を進めたうえで論文として公刊した。これら一連の研究を進展させるためには、2020、21年度中は新型コロナウイルス問題のために中止を余儀なくされていた現地調査を、2022年8月に再開できたことが非常に大きかった。現地調査は、具体的には8～9月にクロアチアとポーランド(ウクライナ国境)において、12～1月にチリにおいて行い、聞き取り調査や資料収集を通じてウクライナ、およびラテンアメリカにおける本研究課題に関わる最新の情勢を把握した。ロシアのウクライナ侵攻は、本研究の開始当初にはまったく想定していない事態であったが、それを本研究課題の枠組みに位置づけることで、選挙監視の意義を新たな視点から確認することができた。なお、バルカン(ボスニアやクロアチアなどの旧ユーゴスラビア構成国)に関する現地調査もようやく再開できたが、その成果のとりまとめは今後に行うこととなる。2年間にわたるパンデミックの影響はきわめて大きかったが、選挙監視活動のあるべき姿を比較の視座をふまえて体系的にとりまとめるために、2022年度に続いてもう1年、特例措置の適用を受けて研究期間を延長することとした。

Heisei 4 (2022), the first year, the European Security Cooperation Agency (OSCE) in 2014, the year 2019, the year 2019, the year 2018, the year 2019, the year 2019, the year 2018, the year 2019, the year 201 International recognition of the democratic nature of large-scale surveillance began in February 2022. The investigation was conducted among the various countries in the United States, and the supplementary investigation (investigation related to domestic NGO monitoring team) was conducted. The research progress of this series has been completed in 2020 and 2021, and the new type of problems have been suspended in 2020 and 2022. The investigation will be reopened in August 2022. The field survey is conducted from August to September, December to January, and the latest situation related to this research topic is grasped through the survey data collection. The purpose of this study is to determine the situation at the beginning of this study, and to identify the significance of the selected monitoring. The results of the investigation will be re-opened in the future. 2 years, the impact of the election monitoring activities, the comparison of the system, the year 2022, the application of special measures, the extension of the research period
