项目摘要

本研究で焦点をあててきたのは、中国の経済協力(援助・融資)の拡大が開発途上国の経済社会や政治外交にいかなる影響を与えているのかという点であり、特にカンボジア、ラオス、ミャンマー等の中国の経済協力の影響が大きいインドシナ諸国を事例として取り上げながら、以下のような論点について検討することであった。①拡大する中国の経済的プレゼンスや対外援助の実態把握、②中国の援助拡大とその東南アジアへの経済社会的インパクトの評価分析、③中国の援助拡大とその東南アジアへの政治外交面でのインパクトの評価分析、③中国の援助の国際援助コミュニティとの非協調の持つ意味と功罪、④「中国型開発モデル」「北京コンセンサス」の定義とその国際的影響。これらの論点を具体的に検証するために、東南アジアで異なったコンテキストにあるものの、中国の援助の影響力が拡大してきた国々を事例として取り上げ、実証的に検証した。具体的には、2020年1月にすでに「ドナーとしての中国の台頭とそのインパクト－カンボジアとラオスの事例」(金子芳樹・山田満・吉野文雄編『「一帯一路」時代の ASEAN』所収)と題する論文を執筆・公表したが、2022年度は、『専修大学社会科学研究所・社会科学年報』第56号(2022年3月)に「カンボジア開発過程への中国の影響－国際援助協調の衰退と権威主義化の連動の分析」の論文を掲載・公表し、また、2022年10月に日本国際問題研究所の研究会にて「途上国のインフラ開発と日中の現状--国際的ルール・枠組みづくりの重要性」と題する報告を行い、2023年3月に同名の論文を報告論文として公表した。
