项目摘要

近年、技術的な基準および認証制度をはじめとする規制が国際貿易に与える影響に対する関心が高まっている。国際貿易に影響を与えうる各国内における規制（非関税措置（non-tariff measures; NTMs）に対する政策的関心が高まっており、WTOにおける取り組みのみならず、二国あるいは多数国間の経済連携交渉の場においても重要な協議事項となっている。しかし、学術的には、データ不足のために、NTMsが国際貿易に与える影響についての体系的な検討が十分に行われてこなかった。本研究では、UNCTADが新しく構築したNTMデータベースを活用することで、NTMsの存在が貿易にどのような影響を与えるのかについて、体系的に検討する。UNCTADのNTMデータベースはまだ新しく、NTMsが国際貿易に与える影響を体系的にとらえた研究はまだなく、新規性が高い。また、政策実務の場においてNTMsに対する関心が高まっている中、このような研究が実際の政策立案に対して有益な示唆を提供することが求められている。UNCTADが収集したNTMデータがアップデートされたのを受け、データの整理と指標を2019年度に作成した。2020年度と2021年度にはこの指標を使用し、規制の差異が貿易に与える影響について様々な角度から実証分析を行った。これは学術的にも新規性があるだけなく、昨今の国際貿易に関する関心の高さが示すように政策的にも非常に重要な課題である。また、農業・食品産業においては、各国の食品安全規制やSPS措置が貿易に対して大きな影響を与えていると考えられる。これを踏まえて農業・食品産業における規制やプライベートスタンダードが発展途上国の産業に対してどのような影響を与えるのかを分析した。

In recent years, technical standards and certification systems have been highly concerned about the impact of regulation on international trade. The impact of international trade on domestic regulations (non-tariff measures (NTMs)) is of great concern to both countries, and the WTO has chosen to organize important agreements between most countries in the field of international trade. NTMs are the most important factors affecting international trade. This study is aimed at exploring the impact of UNCTAD's new NTM framework on trade and the use of NTMs. UNCTAD's NTM research on the impact of international trade on NTMs is new and innovative. Policy implementation field NTMs are concerned about the high level of interest, research and development of policy proposals, and the provision of useful information. UNCTAD has set up an index for the year 2019. In 2020 and 2021, the use of indicators, regulatory differences, trade and impact, and evidence analysis were conducted. This is a very important topic for academic and policy research. Food safety regulations and SPS measures in various countries have great influence on trade in agriculture and food industry. This is an analysis of the impact of regulation on the agricultural and food industries on their development.
