循環型社会を政策的に形成するにあたり，効率的な再生と廃棄の配分を促す経済メカニズムの導入は不可欠である．本研究計画の目的は，私企業や公的企業がリサイクル市場で競争する混合市場を考え，循環型社会に働く市場メカニズムはどのようなものであるかを，理論モデル分析によって明らかにし，これにより，循環型社会における公的企業の望ましい介入（もしくは非介入）のあり方，生産者系私企業の拡大生産者責任のあり方，またそれらの関係について経済学的な政策含意を導くことである．プロジェクト５年目である2022年度は，2021年度の作業を継承して，上記研究計画に基づき，循環型社会と環境経済理論の各種研究をまとめ上げるべく進捗させた．すでに2021年度分の報告でも述べたように，私企業を参加させてリサイクルを政策的に促進する場合に生じる不法投棄問題に関しては，単独のトピックとして成果が完結している（2019年度に論文で刊行）．このため以下は，その他やり残していた課題の進捗について記述する．まず，廃棄のコントロールには，各種財の技術的な排出係数を規制する政策手段の親和性が高い．このため，一般的な環境経済学理論研究の立場から，寡占市場への適用を行い，この点の理論分析を行っていた．2020年度と2021年度に，その成果が論文として刊行に至り，環境税や排出権取引も含む一般的な政策への理論的適用の可能性が明らかにされた．2022年度は，特に製品ライフサイクルにおける政策適用において，このような環境税とのポリシーミックスがもたらす最適性にさらに一般的に着目し，この点の研究を推し進めた．次に，廃棄物処理事業の民間へのアウトソーシング（廃棄物市場において私企業と公的企業の混合市場が形成されるための前提条件）についての研究は，理論的シミュレーションにデータを適合させる試みを行っている最中である．
