本研究の目的は，急速に進む高齢化の中でより複雑・難渋化することが予測される高齢者の医療福祉におけるケアの倫理的課題に対応し得るための、看護基礎教育における高齢者のケア倫理教育プログラムを開発することである．2018～2019年度,専門者会議とともに高齢者ケア倫理の基盤となり得る高齢者看護実践研究のメタ分析をすすめ，過去の優れた看護実践研究からは，それぞれの看護の目的に沿った援助が展開されているが，そのことによって，高齢者が受ける可能性のあったハラスメントが防止されていること，つまり，それらはハラスメント防止ケアといえることが明らかとなった．2020～2021年度は，本分析結果を基に倫理的課題に対応し得る具体的なケア方法をハラスメント防止ケアとして捉えなおし，分析をすすめ，より実践的なケア方法を検討した．検討結果を基に，次段階の看護職への面接調査を通じてケア方法の内容の検討を図ることを目標としていたが，2022年度も新型コロナウィルス感染症の影響によって，調査の実施までに至らなかった． 2022年度は本学においてフィンランドの研究者との合同会議・高齢者ケア施設の視察が実現し，フィンランドにおける高齢者ケア実践や教育における現状，および教育体制について意見交換をすることができた．フィンランドにおいても高齢化が進んでおり，新たな保健医療福祉サービスの構造改革（SOTE改革）が行われている中，在宅ケアのシステムの開発は進められているが，本邦と同様，ケア提供に関わる人材不足は加速することが推測されている．教育体制は整えられているものの高齢者ケアや介護に関する学生の興味関心が高くないことも課題である．学生が興味をもって取り組めるような授業の工夫，倫理的課題に対応し得る具体的なケア方法について，双方の調査結果をもとに取り組むこととした．
