2022年度は、主に後半から少しずつではあるが現地訪問型のインタビュー調査を国内・海外の双方で再開した。海外調査では、コロナ前から本研究において重点的に調査を実施していたオーストリアの中間支援組織「エネルギー・エージェンシー」（以下、エージェンシー）関係者を対象に、主に組織内外での人材育成をテーマにしたインタビュー調査を行った。また、国内においては、同組織（ならびに同組織の設立に向けて動いている）関係者を対象に、体制構築・強化等に関する現状・課題をテーマにしたインタビューを行った。オーストリアでの調査では以下のような知見を得ることができた。①同国内では、自治体レベルでの気候エネルギー政策に関連する仕事が増えている影響で、人材の確保・育成が重要な課題になっている、②エージェンシーでは、地域内の自治体職員や民間企業関係者、子ども・若者を対象にした教育事業に力を入れており、専門の部門を設置し、多様な教育プログラムを提供している、③あわせて、エージェンシー自身は、職員の専門性等の強化を図るために、継続教育の受講を積極的に推奨しており、一定の時間内で仕事の一環として教育プログラムを受講し、その費用もエージェンシーが負担する制度を整備している、④加えて、自らの人材を確保するために、社会人向けの教育プログラム受講者に対して就職のオファーを出すような取り組みも実施している。国内では、脱炭素地域づくりの活発化に伴い、NPOなどの民間セクターを中心に中間支援組織に対する関心も高まっているが、国・都道府県等の政府系セクターの動きは引き続き鈍い状況にある。しかし、自治体が関与して設立された地域新電力の一部で、自治体のエネルギー政策に対してきめ細かい支援を行う組織が見られるなど、実質的に中間支援組織としての活動を展開する存在が国内でも現れ始めている。
