中国に隣接するミャンマーでは、中国との貿易投資の一部が中国元で決済されている。ミャンマー企業が、中国国内に開いた銀行口座で中国企業と資金を受け払いし、さらにミャンマー企業のあいだでこのオフショア中国元を売買する市場を形成している。たとえば中国にコメを輸出するミャンマー企業は輸出代金を雲南省の銀行口座で受け取り、中国からバイクを輸入するミャンマー企業に口座残高を売る。こうした中国元の取引は、中国の規制上は国内取引だが、ミャンマーの外国為替規制上は非公式な外貨取引となる。この草の根レベルの「中国元の国際化」の規模がミャンマーの公式な外国為替市場と比べても見過ごせない水準にあると推定される。ミャンマーにおける非公式な中国元相場と公式な米ドル建て外国為替市場のつながりを、本研究は多面的に分析している。2022年度の本研究の研究実績として、ミャンマーにおける「中国元の国際化」の拡大と外国為替管理制度改革の後退について考察した成果を国宗（2023）にまとめた。2021年２月にクーデタで政権を奪った軍政は、それまでの管理フロート制から離脱し、裁量的な規制を多用したため、非公式市場が広がり多重為替レート状態が進んだ。まず、外貨不足による減価基調のなか、2021年８月に公式外貨取引の参照レート変動幅にキャップがかけられ、同年12月からは公式参照レートが固定化されて、実勢レートとの乖離が拡がった。他方、外貨不足への対応として、軍政は輸入規制を逐次強め、2022年4月には外貨割当制限を始めたため、密輸に伴う非公式な外貨取引需要が増えた。同時に、輸出企業に課される公定レートでの外貨供出が実質的な輸出税となり、輸出不振とさらなる外貨不足につながっている。こうした状況が、2011年からの外国為替管理政策の改革前の構造に酷似していることを本研究は指摘した。

China is adjacent to China, and part of China's trade and investment is decided by China. China's domestic banking market is in the process of being opened up. China's enterprises export goods and receive export vouchers from banks in Yunnan Province, and China's enterprises import goods and sell them at high prices. China's regulation is based on domestic regulations, and foreign regulations are based on foreign regulations. The scale of "Internationalization of China Yuan" is estimated to be higher than that of the foreign market. This study is a multi-faceted analysis of China's elementary phase field and formula. The research achievements of this study in 2022 are as follows: "Internationalization of China Yuan" and "Review of the retreat of foreign countries for management system reform"(2023). In February 2021, the government and the government took over the government, and the management system was separated from the government. The discretionary regulation was used in multiple ways. The non-formula market was replaced by multiple states. In August 2021, the reference range of foreign goods was changed. In December of the same year, the reference range of foreign goods was fixed. The deviation of foreign goods was changed. Other parties, foreign goods shortage, military and political import regulations gradually strengthened, in April 2022, foreign goods cut when the limit began, secret export accompanied by non-formula foreign goods procurement needs increased At the same time, the export enterprises are required to pay taxes on the quality of foreign goods supplied, and the export is not stable. This study criticizes the similarities between the current situation and the structure before the reform of foreign policy in 2011.
